Senior Health Program Officer – Syrian Arab Republic

Purpose of the position

Supervise the SCD ambulance system in northwestern Syria. This role includes strategic planning, technical leadership, capacity building, staff support and supervision, high level internal and external coordination and representation, program development and reporting.

Responsibilities

Coordination:

  • Act as the representative of the SCD with all stakeholders concerned for all questions concerning the ambulance system.
  • Develop and maintain strategic relationships with local partners, local authorities and other relevant stakeholders.
  • Maintain regular and effective communication with field staff and branch offices.
  • Work on writing new proposals related to the current program.
  • Daily coordination with the project team (finance, logistics, monitoring and evaluation, human resources and all stakeholders of the Syrian Civil Defense project activities.
  • Regular and intensive coordination with the program manager to share the progress of project activities
  • Work closely with Syrian civil protection departments to assess the needs of the civil protection community.
  • Coordinate with Syrian and international coordination bodies regarding the planning and implementation of project activities
  • Regularly share project progress reports.
  • Periodically coordinate with peers on the programs team and share all required information in a professional manner.

Implementation and project management:

  • Assistance in drafting project proposals (logical framework, budget, work plan, etc.) according to the needs of the health program.
  • Develop and monitor the implementation of the program implementation plan in full coordination with the project team.
  • Ensure that program objectives and plans are implemented on time, within scope and within budget and in accordance with donor/partner/stakeholder compliance requirements.
  • Monitor and evaluate the progress of project activities and determine necessary corrective actions according to approved procedures.
  • Establish and monitor program budget and expenditures and ensure adherence to plans.
  • Support the writing of periodic and final program narrative reports in a timely manner to meet SCD management and donor requirements.
  • Ensure that all reports and documents in support of project activities are prepared on time and reviewed and shared with donors in full coordination with relevant departments
  • Work with the program team in researching new projects and assist in the evaluation of existing projects.
  • Assist the Program Manager in developing action plans for all relevant program activities.
  • Assist the Program Manager in drafting and developing funding requests and ensure that they correspond to the real needs, the capacities of the field teams, the general objectives of the program and the priorities of the donors.
  • Ensure that all program project activities are implemented in accordance with SCD policies.
  • Ensure that all program activities are carried out in accordance with humanitarian principles and international humanitarian law.
  • Ensure the permanent updating of the project database.
  • Provide technical guidance, support and overview on project activities, procurement and recruitments.
  • Provide administrative and technical support to SCD’s oxygen plants.
  • Work any mission assigned by management.

Human Resource Management:

Contribute to the recruitment process of the program team according to the SCD policies and the technical needs of the projects

  • Effectively manage the team and ensure they have the opportunity to develop their experience and knowledge
  • Ensure that all team members have a work plan, the performance management plan is in place, and regular performance reviews are conducted.

Qualification (education/work experience)

  1. Essential:
  • University degree in public health, medicine or another related field in the health sector.
  • 2 years of experience in program management in the field of public health.
  • Arabic (spoken and written) mother tongue.
  • Level B1 in English language
  • Excellent knowledge of the health system in North West Syria.
  1. Desirable:
  • Master’s degree in public health or related field in the health sector.
  • 4 years of program management experience in emergency medical services in a conflict setting.
  • Prior knowledge in proposal development.
  • PMD or PMP
  • Fluent level in English language

Technical skills :

    • Advanced level in MS. Word, MS. Excel and MS. prospects. – Cloud storage (Google drive, dropbox) and file sharing – Ability to work in emergency situations – Excellent knowledge of the Syrian humanitarian context. – Clear understanding of donor requirements, standards and perspectives.
    • Experience in EMS and health program – Experience in PMD. – Experience in writing reports and proposals. – Good knowledge of design and budget management.
